This particular report presents the general findings of all six cities’ reports based on results of service delivery survey in each of the project cities. It is not meant to lay blame or identify specific negative tendencies associated with local government capacity. Rather, it is meant as an analytical tool for local authorities to identify areas that are deemed by local citizens as being important and in most need of reform. The results will also be used as a benchmark so when a similar survey is conducted in three years, it will demonstrate where positive changes have been made. In the bigger picture, a comparative analysis of reports of all project cities aim to identify service delivery trends and to provide a broader interpretation of both the positive and negatives tendencies associated with service delivery in the regions and help to identify where further support for reforms are required.
