Municipal Reform Center “Lutsk–1432”
Municipal Reform Center was founded in order to support and promote public initiatives aimed at strengthening effective and efficient local self-government. To achieve this goal the Center carries out the following activities: - Establishes cooperation between Ukrainian and foreign government and non-government organizations, funds, academic institutions, enterprises, mass media, etc.;
- Keeps raising financial, material, intellectual and informational resources necessary for programs and projects implementation;
- Participates in preparation and holding of conferences, symposiums, round tables and seminars, organizes exhibitions, presentations and other popular events;
- Organizes and holds consultations, workshops, lectures and other educational undertakings;
- Publishes and disseminates printed materials.
The Center’s personnel have sound experience of work in different spheres and approaches of public movement as well as experience in executing various functions in the projects implemented under support of both Ukrainian and international organizations. During 2002–2004 the Center organized and held the following activities: - 18 press-conferences dedicated to the problems of local self-government, cooperation between NGOs and government bodies, small business development issues, etc.; more than 100 publications were published in local mass media;
- 71 meetings of “Regulatory Reform Program in Volyn oblast” work group;
- 80 round tables discussing draft legal acts of local self-government;
- 73 public hearings on discussion of draft legal acts of local self-government; 6 public hearings on local budgeting;
- 5 quarterly seminars on dissemination of experience of introducing regulatory concepts at the local level;
- 2 seminars for local council deputies on legislation provision of budgeting process;
- 2 sociological surveys on budgeting process issues; according to their results consultations were given both to personnel of financial and economic departments of executive committees and to the chairmen of deputy budgeting committees;
- booklet “The Structure and Legislative Basis of Local Budget” was prepared and disseminated among local council deputies and local community representatives;
- project staff cooperated with deputies of Verkhovna Rada of Ukraine from those districts where the project is implemented and with their assistants as well;
Among the projects implemented by Municipal Reform Center “Lutsk–1432” there are the following: - Administering Regulatory Reform Program in Volyn oblast (June 2002 – May 2004). Program’s purpose was to promote sustainable economic growth by means of small and medium business development and provision of favorable business climate, implementation of regulatory reform at the regional level and engagement of local entrepreneur association in this activity (Small and Medium Business Development Project – BIZPRO – in Ukraine).
- Implementation of “Transparency and efficiency of local budgets in Volyn oblast for 2003” project (October 2002 – April 2003). The main purpose of the project was to facilitate the process of local budgeting and budget adoption (under support of MATRA Program of the Royal Netherlands Embassy).
- Partner participation in conducting an all-Ukrainian contest among young economist in Volyn oblast (autumn 2002). The main purpose of the contest was to find young talented students- economists (Institute of Reform, Kyiv).
- Implementation of “Lutsk Investment” project (autumn 2002 – spring 2003). Its aim was to create an investment “portrait” of the city, to define the advantages and list the attractive, in terms of investment, spheres of economic activity. In the project framework both printed and electronic (CD) versions of guide with the same title were designed and published, a web-site www.invest.lutsk.ua was created (these activities were carried out at the expense of the Center’s own resources and under support of enterprises and organizations of the city of Lutsk).
- Partner participation in implementation of “Community Development for Living Standards Improvement” project, which was the finalist of the contest of innovative ideas held by the World Bank (2003). A web-site for non-government organizations and territorial communities of Volyn oblast was created as well: www.volyn-ngo.org.ua.
- Participation in preparation of an informational guide “Young Entrepreneur ABC” (September 2003)
- The Center is a partner in implementation of a BIZPRO project aimed at promotion of small and medium business development by means of analysis of obstacles that impede this sector development and further improvement of regulatory acts in cooperation with local executive bodies, local self-government, businessmen and their associations (since June 2004 and hitherto).
- The Center is a local coordinator of People’s Voice project in the city of Lutsk (since June 2004 and hitherto).
Municipal Reform Center “Lutsk–1432” performs its activity in the following cities of Ukraine: Lutsk, Kovel, Horokhiv, Novovolynsk, Kivertsi, Volodymyr-Volynsky and in such Polish cities as Helm, Tomashovo-Lyubelsky, and Lublin.
