NGO “Municipal development center”Non-government non-profit organization “Municipal Development Center” launched its activity in 1996. Its mission is to promote formation of civil society in Ukraine by means of dissemination of knowledge and ideas about local self-government institutions, best practices of local governance and development. Since its establishment in 1996, in the framework of its charter activity the Center has carried out many tasks: it did much research, educational and informational work. Today the Center has a reputation of a modern regional educational, training and research organization. The NGO gained such a reputation owing to a series of well-organized events, For instance, the Center initiated and organized an inter-regional seminar in the framework of “The Woman – a Leader in Ukraine” program and under support of Ukrainian Academy of Public Administration and Canadian Bureau for International Education. Two training programs for local government officials from Poltava region were successfully carried out under support of International Renaissance Foundation and TACIS program. These activities were highly appreciated by both the participants themselves and donors’ representatives. An educational program for city majors from Poltava oblast was implemented as well. Substantial work is done aimed at citizen engagement into solving problems of the city’s life. The Center actively participated in conducting public hearings on city council reporting obligations concerning municipal budget performance. It also took part in adopting the City Charter. At the Center there was operating a public committee, which executed public analysis of budget costs spending, carried out broad informational campaign and organized a regional conference on the relevant issues. These activities were supported by International Renaissance Foundation. The Center also carries out sociological surveys studying public opinion on municipal development issues. During last five years municipal council regularly receives detailed information about public opinion on priorities of city’s life. City council also receives proposals on how to use public opinion in decision-making. In 2002, viewing dissemination of knowledge and skills of democratic way of life among the public as a part of its mission, the Center implemented the “School of Democracy” project. In its framework there was designed a draft statute on social demand in the city of Komsomolsk. Interaction between city council deputes, who adopted the respective statute, was established. There were prepared and published two selections of materials “Local Self-Government in the City of Komsomolsk” and “Non-Government Organizations of the City”. Other educational, research, and informational activities were carried out as well. The project received financial support form National Endowment for Democracy (NED), the USA. Municipal Development Center has many links and relationships both throughout Ukraine and abroad. It closely cooperates with Association of Poltava oblast cities and Association of Cities of Ukraine, Ukrainian Academy of Public Administration, Poltava Center for Raising the Level of Public Servants’ Skills, Regional Development Agency (the city of Poltava), School of Governance and Democracy (the city of Klaipeda, Lithuania), Local Government International Bureau (Great Britain) and National Endowment for Democracy (the USA).Contact information: |
